Hi,

I know we can rewrite URL rewrite rule on Apache web server but how can we write such rule on the server running on IIS ? Are there any software available for that ?

Yes, you can install ISAPI rewrite software provided by HeliconTech. It is IIS module and ISAPI filters for URL rewriting. There is free and paid version available for this software. For more details, visit their web site http://www.helicontech.com/.

Is Apache rewrite rules and ISAPI rewrite rules are same or we have to write them in different format or syntax ?

They are not exactly same but they are almost similar. You will need to write separate rule for ISAPI.
