Digitalpoint, one of the biggest webmaster forums' PR dropped to PR 4 from PR 6 recently. Could it be due to recent changes in Google PR algorithm or it is due their frequent errors on their forum?

Yes, PR is gone down for DP but it doesn't matter for them. Still it is one of the big webmaster forums so they will get the traffic directly.

Yes, the PR has been dropped for DP but I don't think they are focusing on PR since they have direct traffic to their web site.

Ya , I totally prefer that the Page Rank  has been dropped down from  DP but I don't think they are sharpening on Page Rank  since they have conduct traffic to their own  site.

I agree with you, Digitelpoint have very huge number of topic on web-master. I like that forum and also this one. I relay like all the web-master forum, Because it generally made a fst backlink and it sill be beneficial for keyword and also we get a strong backlink.
