Google basically has a separate index, the sandbox, where it places all newly discovered websites. When websites are on the sandbox, they won’t appear in the search results for normal search queries. Once Google verifies that the website is legitimate, it will move it out of the sandbox and into the main index.

The Google Sandbox Effect is a theory used to explain why newly-registered domains or domains with frequent ownership changes rank poorly in Google Search Engine Results Pages (SERPS). In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.

Google sand box is a service from Google which is used for stop spamming of black hat technique. If sand box finds and website doing black hat it sends that website to a box and the website SERPs of that site will be removed by google and such website will not able to rank for next six month. The Sandbox is mainly when Google doesn't allow to a new website to rank for a certain keywords because Google dreams that a new site shouldn't be a valuable as an order, more established site. The Google Sandbox is a very hot topic among SEO experts and always has been.

Google sandbox is a holding area of sites which are not ready in ranking of a SERP result. When these site get older for at least a year or sic month and Google crawler has see some quality content in our site then it removes our site from Google sandbox and show in SERP results.
